About BIR Zonal Value Tables

The Bureau of Internal Revenue (BIR) publishes Department-Order-issued zonal value tables organized by Revenue District Office (RDO). Every region in the Philippines is served by one or more RDOs, each maintaining per-square-meter rate tables for the streets, buildings, and barangays in their jurisdiction.

Zonal values are revised periodically and may differ from market values — they represent the BIR's tax-purpose floor, used to compute Capital Gains Tax (CGT) at 6% and Documentary Stamp Tax (DST) at 1.5%, whichever is higher between the gross selling price and the zonal value during a property transfer.
